Why aren't there proper Last Gospel from the Ember Wednesday in the Octave Day of Immaculate Conception?

Because when a day within an Octave, or Octave Day, is preceded by another feast the Octave is commemorated using the antiphon from I Vespers, c.f. Additiones et Variationes Tit.VII, 4.

Why don't you look at the Gospel appointed for each and that will give you the answer.

What does the the 'X' after the given color for the day mean? For instance, "AX" on Dec 14th and "RX" on December 16th. I understand that 'A' means "white" and 'R' means "red," but I cannot figure out the meaning of the 'X' and I did not see an explanation anywhere.

You need to look on p. 16 of the Ordo. 'X' indicates a private Votive Mass or Requiem in permissible.
