Why is "Fidekium" prescribed for September 13? Isn't that only the first feria of the month?

Because it is a Monday. Vide: Additiones et Variationes III, 3.

The 1961 rubrics define the first Sunday of the months August to November as the first Sunday actually falling within those months. So this year the first Sunday of September 1962 style was the 5th - hence the Ember Days fall a week later.

Thank you for the answer. I thought their place is the wednesday, friday and saturday immediately after Exaltation of the Holy Cross, irrespective of the Sundays.

Yes, you are correct but that only works for pre-1961 rubrics. With 1962 rubrics it is Wednesday, Friday and Saturday of the first full week after the feast of the Exaltation of the Holy Cross.
